Create a packfile and send it to the server.

`specs`	An array of `gchar*`
	The ref specs.
	The argument can be `NULL`.
	The array must be `NULL`-terminated.
	The data is owned by the caller of the function.
	Each element is a NUL terminated UTF-8 string.
`push_options`	`GgitPushOptions`
	A `GgitPushOptions`.
	The data is owned by the caller of the function.
`error`	`GError **`
	The return location for a `GError*`, or `NULL`.

Returns:	`gboolean`
	`TRUE` if successful, `FALSE` otherwise.
