4.2.21 ‘-i!’: Don’t read ‘@I’ include files

If a web file is included via ‘@I’, for example

@I formats.hweb

then the ‘-i!’ option means to ignore such files completely. This option is seldom useful; the ‘-i’ option (see -i) is more often used.
