The XML DTD Object Model
The XML DTD object model does not implement:
<![ INCLUDE [ ... ]]> <![ IGNORE [ ... ]]>
<?xml version="1.0" encoding="UTF-16"?>
The XML DTD object model is fully compliant with the current XML specification, unless otherwise is stated.
    This package also contains the class Converter,
    which provides static top-level methods to parse and convert XML DTD
    documents to corresponding XML Schema documents. It also contains a simple
    command line interface to read an XML DTD file and create a corresponding
    XML Schema file.

 This exception is thrown in the following cases:
 
   if a DTD document does not comply with DTD syntax and the parser
       is unable to parse the document;
   if a DTD document, though syntactically is well
       formed, but semantically is not correct, for example if an
       attribute is defined for an undefined element.
